Thomas Moore works as the firm’s legislative lobbyist at the General Assembly. He has represented many corporate clients including General Motors, Hewlett-Packard, Computer Science Corporation, Education Networks of America, Sprint, and the CompuCredit Corporation as well as municipalities and many non-profit organizations.

Thomas graduated from NC State University with a degree in Public Relations and a Minor in Political Science. He attended Loyola University’s School of Law in New Orleans, where he was a member of the Moot Court Board, a member of the moot court competition team, and an editor of the Maritime Law Review. Thomas practiced law as a trial layer for several years before coming to the firm and has handled a variety of mediations, civil trials and hearings.

Thomas was a co-chair of the communications committee for the North Carolina Young Lawyers Division of the North Carolina Bar Association. He also serves on the board of the Young Alumni Assocaiation for North Carolina State. He serves on the Knowledge Workforce Committee for NCTA, and also serves on the legislative arm of a subcommittee therein.


Gardner M. Payne serves as Of counsel to the firm. He has 10 years of experience in the local and state government arena. Before joining Edmisten & Webb, Gardner served as a legislative aide to Governor Jim Hunt and also worked in Hunt's Press Office. Prior to joining Governor Hunt's staff, he assisted the North Carolina Secretary of Transportation with local and state government issues.

Gardner is also the former director of the North Carolina public affairs efforts for McGuireWoods Consulting.
In that role, he worked with numerous Fortune 500 companies as well as national non-profit organizations and agencies. Throughout his professional career, Gardner has also stayed active in politics, working on many statewide and local campaigns in the press, grassroots, and fundraising areas.

Gardner received his bachelor's degree from North Carolina State University and his Juris Doctor from Campbell University.


The firm also includes Executive Assistant Cheryl Mattingly, who has worked with Edmisten for 10 years. She is originally from Louisville, Kentucky, where she attended the University of Louisville, earning her Associate's Degree in Secretarial Sciences. Mattingly has two daughters and lives in Raleigh.
